We are pleased to announce that for the 2012-2013 School Year, the Commonwealth of Pennsylvania
​has increased its EITC Scholarship Fund and passed an exciting new scholarship ​program
​ to especially impact students residing in low-achieving school districts.

As of October 1, the $100 million in EITC funds have predominantly been allocated to businesses which applied in early July. But, as of December 1, there is still $35 million available through the new OSTC Program!
​Over 80% of the K.A.R.A.T. School of Learning student population qualifies for this
​scholarship support. Please read below how you can help.

OSTC: Opportunity Scholarship Tax Credit Program

K.A.R.A.T. is thrilled to announce that Pennsylvania has passed a new tax credit program
​ called the Opportunity Scholarship Tax Credit (OSTC).

This great resource will assist children living within the boundaries of one of the bottom 15% of
​low-achieving school districts. Pennsylvania’s OSTC program will distribute $50 million dollars in tax credits to businesses willing to make a donation to qualified scholarship organizations such as the K.A.R.A.T. School.

Below are the highlights of the OSTC program:

​You must first register by choosing a user name and password.

​ The following taxes qualify:

​​​• Corporate Net Income Tax

​• Capital Stock Franchise Tax

​• Bank and Trust Company Shares Tax

​• Title Insurance Companies Shares Tax

​• Insurance Premiums Tax or Mutual Thrift Institutions Tax
​or a tax under Article XVI of the Act of May 17, 1921 (Insurance Company Law of 1921)

• In addition to the $400,000 allowed under the EITC program, companies can apply with the Department of Community and Economic Development (DCED) for up to $400,000 in OSTC tax credits.

Tax credits are issued on a first come, first served basis.

EITC: Educational Improvement Tax Credit Program
Corporations (both “C” and “S”) can significantly reduce their Pennsylvania state tax liability
​by receiving tax credits for donations to state-approved scholarship organizations such as the K.A.R.A.T. School.

​​Owners of sub-chapter S corporations, partnership partners, and other small and medium-sized busines​s
​that pay personal income tax on PA business income can fully participate in the program as well.

Corporations and business owners can choose to provide needs-based scholarships to lower and middle income families attending the K.A.R.A.T. School. The Educational Improvement Tax Credit (EITC) program provided $75 million in tax credits in 2011-12 to corporations and business owners that donated money to scholarship programs that serve private schools. That potential amount for 2012-13 has been increased to $100 million.

Entities authorized to do business in Pennsylvania who are subject to one or
​more of the following taxes are eligible to participate in the OSTC Program:

• Corporate Net Income Tax
• Capital Stock Franchise Tax
• Bank and Trust Company Shares Tax
• Title Insurance Companies Shares Tax
• Insurance Premiums Tax
• Mutual Thrift Institution Tax, and now
• Personal Income Tax of S Corporation Shareholders and
• Partnership Partners

​Participants in the OSTC program may receive a state tax credit for up to 75% of their contribution up to a maximum of $400,000 per taxable year; the credit can be increased to 90% of the contribution, if the corporation or business owner agrees to provide the same amount for two consecutive tax years.

Participants that make donations to
​the K.A.R.A.T. School of Learning can
​also claim a charitable tax deduction on their federal tax return.
